That number has shrunk because of a plunge in tax receipts, the likes of which has not been seen since the repeal of World War II surtaxes 56 years ago, said CBO Director Dan L. Crippen.

Update: this op-ed from the Post has this whopper:

"We should control what we can," said Office of Management and Budget Director Mitch Daniels, "which is spending."

And who, pray tell, controls tax cuts?
